Most proposals are not rejected on the quality of the idea — they are rejected on technicalities. A missed eligibility rule, a budget over the ceiling, a mandatory annex left out, or a submission that arrives after the deadline can disqualify months of work before an assessor ever reads your theory of change.

This checklist gives your team a disciplined final review before you press submit. Work through each group, tick what is genuinely done, and pay special attention to the critical (make-or-break) items. Use it as a sign-off gate so that proposal lead, finance, and a senior reviewer all agree the bid is ready to leave the building.
