Proposal Budget Realism Checklist
Pressure-test your proposal budget before you submit it — unit costs, exchange-rate and inflation assumptions, staff allocation, indirect-cost caps, ineligible costs, cash flow and contingency.
Most proposals are not rejected because the idea was weak — they are rejected, cut, or quietly reduced because the budget did not look credible. Reviewers read a budget as evidence: do these people know what a borehole, a three-day workshop, or a field officer actually costs in this township this year? Is the MMK/USD assumption stated, or has someone silently locked in last year's rate? Does the staffing add up to more than the activities require? A budget that survives that reading wins money; one that does not gets a smaller award with the same deliverables attached — which is the harder problem to live with for the next two years.
Use this check with your finance officer and your programme lead sitting together, on the actual budget you are about to submit. Tick only what you can point to — a quotation, a salary scale, a signed policy, a donor guideline paragraph. The items marked critical are the ones that most often trigger a rejection, a disallowed cost, or an audit finding later: no documented basis for unit costs, a missing or unstated exchange-rate assumption, ineligible costs left in the budget, and indirect costs above the donor's cap. Resolve those before submission; then work the remaining gaps in the days you have left, and keep your assumptions note — it becomes the first draft of your budget narrative.
